Since the administration is no longer able alone to determine the means of organizing, controlling and developing cities, it is necessary to activate the civil society partnership because sustainable development cannot be achieved without planning and implementation involving the state and civil society together, in an effort to preserve the urban environment, And developing awareness to control the urban fabric from all abuses, expanding the environmental debate to notice the dangers that threaten the environment, and spreading environmental awareness, and the adoption of the principle of participation and its embodiment on the ground depends on the extent to which civil society institutions interact with the legal mechanisms granted to them in both the environmental and urban law.
