تعتمد هذه الدراسة على استخدام نماذج الانحدار لمقطع من بيانات منطقة الشرق الأوسط و شمال أفريقيا لتبحث تجريبيا تأثير التكامل المالي إقليميا و دوليا على تذبذب الاقتصاد الكلي في الدول النامية بهذه المنطقة خلال الفترة من 2002-1980.
و تشير نتائجنا التجريبية إلى أن الانفتاح المالي يصاحبه ارتفاع في تذبذب الاستهلاك، و ذلك على عكس الأفكار السائدة و التي تنطوي على أن الفرص الأفضل لمشاركة المخاطر دوليا تتحقق من خلال التكامل المالي.
كما تؤكد محصلاتنا التجريبية على دور السياسات المالية و النقدية السليمة في تحريك تذبذب الاقتصاد الكلي.
أما فيما يتعلق بالإصلاحات الهيكلية، فإن تطور القطاع المالي المحلي يعد أمرا هاما، و ذلك نظرا لأن درجة كبيرة من تطور القطاع المالي يصاحبه بشكل لافت للنظر تذبذب ضئيل للاقتصاد الكلي.
و أخيرا فنحن نعتقد أن تعزيز التكامل المالي إقليميا قد يشكل مجالات ملائما لتطويق تعرض الاقتصادات الصغيرة المفتوحة لمنطقة الشرق الأوسط و شمال أفريقيا للصدمات الخارجية، كما يعد وسيلة لتحسين فرص تخفيف حدة تقلبات الاستهلاك، فضلا عن التكامل المالي دوليا.
Abstract EN
Using panel data regression models this study examines empirically the impact of regional and international financial integration on macroeconomic volatility in the developing economies of the MENA region over the period 1980-2002.
Our empirical results indicate that financial openness is associated with an increase in consumption volatility, contrary to the notions of improved international risk-sharing opportunities through financial integration.
Our empirical findings emphasize the role of sound fiscal and monetary policies in driving macroeconomic volatility.
In regard to structural reforms, the development of the domestic financial sector is critical, as a high degree of financial sector development is significantly associated with lower macroeconomic volatility.
We argue that enhancing regional financial integration might constitute a venue to circumvent the vulnerability of the small open MENA economies to external shocks, and a means to enhance consumption smoothing opportunities, as well as international financial integration.
