Algeria sought to strengthen the institutional legal framework by setting a comprehensive environmental policy, by creating legal mechanisms through which the administrative control authorities in protecting the environment, and the role of the administration in this, at the national and local levels, emerge.

among these mechanisms, we find the role of the planning and reconstruction rules in protecting the environment, which include the need to obtain urban permits and administrative certificates to monitor the planning and reconstruction process, especially the building permit.
