This research highlights the liability arising once the mufti has changed his opinion, and the reasons that may lead him to change his Fatwa in the provision of the same matter from one verdict to another may be for an error of interpretative judgment, the availability of obligations to change the Fatwa, the attitude of the guardian, or the responsible authorities to control the Fatwa process between the Mufti and the Mustafti.

The research deals with the concept of liability once the Fatwa has been changed and found its legitimate origins indicating the reasons for its Fatwa and clarifying it.

besides, the research presents how to manipulate such reasons to avoid them in the future.

The research also deals with the responsibilities of the Mufti and Mustafti in case of changing the Fatwa.

It also defines the legal procedures against that may be taken against any citizen supposes the Fatwa in the society, repeats the same irregularities, or ignores the Fatwa.

The research is concluded with the most important findings, recommendations made to those responsible for the legal guardian's work and its legislative and legal organization; It will benefit both the Mufti and the Mustafti, thereby benefiting society for good, security, and safety.
