The Ottoman State was interested in organizing the affairs of its provinces or wilayets, and sought to introduce modern means of communication to it to follow up their affairs, and the telegraph was on among those means.

The telegraph helped to overcome difficulties in following up on the affairs of the wilayets and to speed up the delivery of decisions and orders from the state center in Istanbul and other provencial centers.

The Wilayat of Baghdad was one of those wilayats to which that service was introduced, and one of the districts of the Wilayat of Baghdad was the district of Fallujah to which that service was entered.

The following research sheds light on the introduction of the telegraph service to Fallujah District in the Ottoman era and the difficulties that service faced as a result of sabotage operations for telegraph lines, and the financial grievances suffered by Fallujah District to repair the sabotage of the telegraph lines.
