The development of all human societies is only through the development of social institutions, The development of the latter can only be achieved through attention to and rehabilitation of the human resource, Algerian institutions have endeavoured and are striving to develop their human resources in order to achieve comprehensive development in various areas, It is through this research that I have sought ways to develop the human resources of Algerian social institutions.
