The aim of the research is to identify the organizational effectiveness in terms of the concept, characteristics and goals with a focus on primary school principals, as well as the definition of responsibility for primary school principals, leading to a statement of impact between organizational effectiveness and responsibility for primary school principals, and to achieve the goal of the research, the research has been adopted alongside its applied To design a questionnaire that was designed according to the adoption of two measures: the first scale is for organizational effectiveness and the scale consists of (20) paragraphs, and the second scale is for taking responsibility, and the scale consists of (23) paragraphs, and the research sample was chosen by the first method.

The rest of the randomization of male and female teachers in primary schools affiliated to the Directorate of Education in the first Rusafa Baghdad governorate, by distributing (60) forms to the educational staff in those schools, and the research reached a set of results, the most prominent of which are: 1- The organizational effectiveness of the school is affected by many factors that must be available in order for the school to achieve its goals and the required level and the primary school as a humanitarian organization that mainly aims to prepare the individual for the following stages in his life, whether to enroll in secondary schools and universities or exit to the labor market, hence the importance of the primary school Effective for the roles it plays, and for what it seeks to achieve from educational goals.

2- The test results for the correlation coefficient showed the organizational effectiveness and responsibility assumption (0.68), as it was found that there was a correlation relationship between organizational effectiveness and responsibility for school principals for the research sample, which is a statistical function, since the tabular value (2) at the level of significance (0.05) while the value showed Calculus of the correlation coefficient (7.06).

This means that whenever school principals have good organizational effectiveness, they will be able to take responsibility.

The research came out with a set of recommendations, the most important of which were the following: 1- A comprehensive review of the goals and objectives of the schools should be conducted, so that we can define the future vision under the new conditions and the new specific goals they require, in line with the spirit of the times.

2- You should focus and support the driving factors that create for the individual a high degree of satisfaction with the job or work, which includes: recognition, appreciation, achievement, promotion and progress, the job or the job itself, responsibility, growth and self-advancement in the field of work or job.
