The idea of private sector involvement in the construction and operation of infrastructure and public utilities is not a modern idea because the gorges extend back to the mid-nineteenth century when the French administration delegated to the peopele of private law the management of some industrial and commercial facilities., the stat however was the retun of ideas of economic liberalization that form the basis for the various forms of general facility contract, among these are the contracts or contracts of the concession contract, contract of authorization of the general facility, contract of the bot and parthnership contract., these contracts have become one way for the state to establish and operate public utilities withont burdening its budget and at the same time preparing private sector mechanisms to carry the tasks entrusted to it by the state.
