The housing crisis in Algeria is one of the most complex and exhausting crises for citizens and successive governments in decades, and it persists despite the many different housing formulas and programs.

However, the characteristics of these cities have not been met on the ground and have been replaced by housing complexes containing tens of thousands of inhabitants who do not have the minimum conditions for a decent life.

Faced with the escalation of the phenomenon of violence inside residential neighborhoods, the legislator intervened in accordance with Decree 20-03 relating to the prevention and control of neighborhood gangs to include preventive and other measures to dissuade these attacks and to preserve the security of citizens and their property, which poses the problem of this study, represented in the efficiency and adequacy of the only legal solutions for the judiciary and the treatment of the phenomenon Violence within dense and heterogeneous neighborhoods?
