The French administration sought to study Tunisia carefully and at several levels, including mentalities, customs, and traditions, either through organizations and associations or some people with a broad cultural and knowledge of the Arabic language and Tunisian customs and traditions, perhaps the most prominent of all, Bernard Roy, who was among the active planners in the French policy aimed at consolidating the French presence in Tunis.

however, after entering the country, France encountered cases of a new type based on the strategy of controlling and dealing with the field, necessitating the use of specialized personalities with experience with various laws to legitimize the extortion operations.

his policy aimed to triumph over the French element in Tunisia and stabilize the centenarians, particularly between the end of the nineteenth century and the first third of the twentieth century, when mechanisms for stabilizing the French colonial project emerged through the settlement movement in Tunisian countries.
