In a changing world, citizens and actors in all fields have become increasingly demanding, hence the need for a strong administration that is able to respond to these changing expectations.
from this point of view, the new public management represents a theoretical framework that refers to the reforms of the public sector.
It brings together a set of practices and principles aimed at modernizing the functioning of the public administration by increasing effectiveness and efficiency and improving performance.
the NPM consists of a modern management of the public sector inspired by the private sector model to enable the administration to modernize its management methods and overcome the obstacles created by the cumbersome bureaucratic procedures.
the NPM was born in the 1970s in Western countries before being applied in several other nations, including developing countries.
its emergence was legitimized by the economic and financial crises.
several models have emerged from the NPM, including four main models.
these are the efficiency model, the downsizing and decentralization model, the excellence or quality model and the public service orientation model.
it should be noted that this doctrine has its limits according to several authors.
it is incoherent and its application to the public sector without adaptation can be the cause of significant imbalances and dysfunctions.

A l’ère de la mondialisation, les citoyens et les acteurs de tout domaine sont devenus de plus en plus exigeants, d’où la nécessité d’une administration forte qui soit en mesure de répondre à cette évolution des attentes.
dans cette otique, le nouveau management public représente un cadre théorique qui référencie les réformes du secteur public.
il regroupe un ensemble de pratiques et principes ayant pour objectif de moderniser le fonctionnement de l’administration publique en augmentant l’efficacité et l’efficience et en améliorant la performance.
le NMP consiste en un management moderne du secteur public s’inspirant du modèle privé pour permettre à l’administration de moderniser ses méthodes de gestion et de dépasser les obstacles engendrés par la lourdeur des procédures bureaucratiques.
le NMP est né dans les années 1970 dans les pays d’occident avant d’être appliqué dans plusieurs autres nations dont celles en développement.
son apparition a été légitimée par les crises économiques et financières.
plusieurs modèles sont issus du NMP dont principalement quatre modèles.
il s’agit du modèle de l’efficience, du modèle du downsizing et de la décentralisation, du modèle de l’excellence ou de la qualité et du modèle de l’orientation du service public.
a noter que cette doctrine a des limites selon plusieurs auteurs.
elle est incohérente et son application au secteur public sans adaptation peut être à l’origine de déséquilibres et de dysfonctionnements importants.
