Abstract EN

In the constitutional amendment of 2020, the Algerian constitutional founder created a consultative body, it is called the national observatory of civil society, as an advisory body to the president of the republic, and as a framework for dialogue, consultation, suggestion, analysis and prospective on all issues related to the stakes of civil society, it is an organization with legal personality and financial independence, and therefore, the observatory has several missions set by law to promote and activate the performance of civil society institutions in Algeria, as it is a group of voluntary institutions which play a political, social and economic role in order to achieve a comprehensive development in all areas, given the latter suffers from the defect of poor performance, due to several reasons, which are embodied mainly in the culture of civil society in the Algerian society, the establishment of the observatory was set to correct this deficiency facing the institutions of the civil society, besides improving its performance.
