The countries of the Maghreb "Algeria, Tunisia, morocco" seek to attract foreign investment as an important means of financing development needs in terms of technology transfer and localization, including the methods of modern management systems and the qualification of human resources in the host economies, so these countries worked to develop a group of safeguards in order to attract and encourage investments and provide them with the necessary legal protection in order to achieve economic development, as these guarantees are the subject of a commitment to guarantee the rights of the foreign investor and not to take policies that would lead to depriving him of his fundamental rights to invest or La l has its expected gains, however, the policy of supporting foreign investment must be part of the general policy supporting the investment climate in general, and the Arab Maghreb countries must take into account foreign investment as a supplement to domestic investment and not an alternative to it, just as the investment environment that does not encourage the national investor is necessarily.
