This study aims to highlight the role of local communities in creating effective development at the local level, especially in the shadow areas in Algeria, as they contribute to economic growth.

municipal development, decentralized sectoral programs, programs funded by (the social security and solidarity fund) in achieving general satisfaction for community members, where we used the descriptive analytical approach to familiarize with the theoretical concepts contained in the study.

by presenting the various development projects in the shadow areas and analyzing the schedules, the various obstacles that stand in achieving local development and the mechanisms of local development in the shadow areas, and according to this study, we concluded that the local groups contribute to local development in the various shadow areas, where this development is embodied in three programs development affecting all areas of citizens' lives.
