This study aims to analyze the reality of development in the shadow areas in Algeria within the framework of improving the standard of living of the population in these areas to achieve balanced development between the countryside and the city and to establish social justice among the population.

This study concluded that the government financing operations (spending) on development projects in the shadow areas in the municipality of M'sila have an urgent nature, and the process of completing them is proceeding at a good pace, because they are projects related to the daily life of the citizen in the shadow areas (the completion of water tanks, the completion of artesian wells, the heating of schools paving roads.
