Centralization and decentralization are deemed two different but complementary approaches of the administrative organization.

the success of any administrative system in achieving its objectives depends on embracing the two approaches with varying degrees in accordance with the political, economic and social prevailing condition in every country and its ability to develop as these conditions change.

this obliges the empowerment of centralization and decentralization by legal texts that aid to perform their tasks in a complementary way since combining and applying the two methods in reality may witness some defects during the field practice.
