The electronic municipality is the ideal direction to provide a quality service to the citizen bazed on a regulatory strategy based on a comprehensive organizational change, from a change in the specific legislation of the municipalityti's work, to a change in the technological infrastructure.

This research discusses the problems of managing electronic management and digitizing the public sector( Municipality) to ask about the areas of obstacles, whether the relate to the mentality of the march or the inability of digital technology.
