تعد الأدلة الإرشادية للإيواء الوقائي حجر الزاوية في حماية الأرواح في أماكن و مواسم التجمعات البشرية الضخمة، مثل مواسم الحج.
و تتأكد أهمية وجود مثل هذه الأدلة في ظل الأزمة العالمية الخاصة بجائحة كورونا (كوفيد-19).
و من هنا تقدم هذه الدراسة محاولة لبناء دليل إرشادي وقائي للسيطرة على الأوبئة و الأمراض المعدية، يمكن الاستعانة به في مواسم الحج لحماية ضيوف الرحمن، و تقديم خطط مفصلة تساعد صانعي القرار، و تتضمن أماكن الإيواء و كيفية التنسيق بين جميع القطاعات ذات العلاقة لتقليل و منع انتشار العدوى خلال هذه المناسبة الدينية العظيمة.
و في هذا الدليل كذلك، تفصيل شامل لكيفية التعامل مع تداعيات جائحة (كوفيد-19) و طرق و تدابير السلامة و الإجراءات الاحترازية التي يجب الالتزام بها في مواسم الحج و العمرة.
و قد تبنت الدراسة في بناء هذا الدليل المنهج النوعي الذي يتضمن تحليلا علميا لجميع الأدلة الإرشادية الخاصة بالحد من انتشار الأوبئة و الفيروسات، بالإضافة إلى الاستعانة بآراء الخبراء المتخصصين المشاركين في حج عام 1441 ه، للوصول إلى حج آمن و صحي، و المحافظة على سلامة أرواح ضيوف الرحمن أثناء أداء فريضة الحج.
Abstract EN
Preventive sheltering guidelines (PSG) are crucial for protecting Rahman guests from pandemic hazards, such as the coronavirus (COVID-19), during large-scale holy events, such as Hajj seasons.
Because Rahman guests must be provided with secure locations to complete their worship, a united effort must be made to prevent the transmission of infection between pilgrims and workers during this event.
Thus, for this study, we employed a qualitative research design incorporating a case study, all existing guidelines, and interviews with experts (who involved in Hajj 1441 H) in order to develop appropriate PSG for future hajj seasons during Covid-19 existing.
The details include how to deal with COVID-19 and what safety and precautionary measures must be applied to reduce the spread of the virus.
It is our hope that this guide will assist decision-makers in protecting the lives of Rahman guests and workers while they perform the Hajj pilgrimage.
