This research paper aimed to study the participatory approach as one of the modern trends that are relied upon in the development process.

By focusing on the actors in development and giving them the opportunity to contribute to this process, each according to its role.

Algeria, as part of its attempt to promote the tourism sector, has developed a set of schemes as an attempt to recruit all the actors and workers in the sector in order to value and exploit the available tourism potentials.

However, this strategy was punctuated by a set of shortcomings and obstacles that prevented the achievement of the desired goals.
