Abstract EN

This article aims to examine the attempts that have been made to interpret language acquisition and learning from two approaches: we presented Chomsky's approach and views as a pioneer of the transformational-generative grammar school of thought, considering that language is a system of norms that must be adapted to accommodate the language system and rules and achieve acquisition and learning processes, and has been termed language competence (which in cludes the following linguistic levels: phonology, morphology, grammar and vocabulary).

The second approach was to present Dell Hymes' views that the acquisition and learning of a language cannot be achieved with out possessing a communicative competence that allows both the speaker and the listener to use the language in a social and cultural context.

We have concluded that a language learner should possess the two competencies: the language competence that makes him or her in control of the language system and rules and the communicative competence that makes him or her in control of social and cultural norms, and efficient mutual interaction between the parties to the communication process, allowing him or her to use the language in real situations and various communicative situations.
