This study aims to identify the stages of transfer of ownership of sugar during the period extending from the 4-7 ah / 10-12 ad in both Egypt and the Levent, and highlighting the role played by both the private and the public sector in the development of techniques for the cultivation and manufacture of sugar; which considered in that period as one of the most important strategic food crops for having many industries and various uses, and when sugar became one of the most important materials that contributed to revitalizing the commercial movement of Syria and Egypt, the state took the initiative to manage those farmes in order to facilitate the production process and tight control over it.
