Abstract EN

Background : this study drives at identifying the features of empowering people with special needs in the publications of the ministry of culture in light of Egypt's vision 2030.

methodology : the current study belongs to qualitative (descriptive) type of studies, as it relies on the analytical survey.

this analytical study will be conducted on a sample of publications of the ministry of culture (administration of cultural empowerment).

these publications are represented in (conference books, braille publications for the blind, and publications of the general authority for cultural palaces).

tools : data will be collected through designing a content analysis form to analyze a sample of some of the publications of the Egyptian ministry of culture (the general administration of cultural empowerment).

significance : the study significance is represented in that the study is considered a standpoint of responding to the directions of the state and its interest regarding the necessity of building the Egyptian person and educating citizens, in response to the ministry of culture.

the practical significance is embodied in providing suggestions and recommendations that can benefit officials and those interested in the category of people with special needs.

also, the study sheds light on the shortcomings and weaknesses of these publications and how the ministry of culture provides services to people with special needs.

aims : the study questions are identified in : "what are the technical publications of the bodies affiliated with the Egyptian ministry of culture?", and "what are the types of empowerment for people with special needs mentioned in the publications of the bodies affiliated with the ministry of culture?".

results : the study results indicated that magazines come at the fore in the technical publications used to provide empowerment for children with special needs, with 47.8%, followed by stories with 20.9%, and in the third rank come articles from those publications representing 16.5%, and finally, the form of the news with 5.7%.
