and all that is a result of many reasons, the most important of which is the lack of existence of an international agreement to combat and eliminate hate speech, the effect of the temporal factor on legal texts, the absence of precise definitions, the different nomenclature, the impact of the right to freedom of expression, the impact of narrowing and expanding the concept of hate speech, the difference over taboos, the lack of sufficient discussion, and rigid transmission the issue of defining hate speech is a legal problem, the essence of which is the difficulty of defining the boundaries between hate speech and freedom of expression, and the ensuing problems regarding the inability to reach a standard definition and the concerns it raises on the human right to freedom of expression.
