Technology incubators are an important tool in achieving the digital transformation of the government sector, as they play a major role in promoting innovation, by activating the ecosystem that supports digitization and emerging companies active in the field of developing digital public products and services.

this study aims to extrapolate the role of technological incubators in achieving the digital transformation of local communities by demonstrating their contribution to promoting digital citizenship and improving local public services, in addition to embodying digital governance and creating a digital economy at the local level, by proposing a new model for technological incubators, which is the local technology incubator.
