the consolidation of the decentralization method depends on the extent of the independence of the regional groups in the exercise of their tasks and the competencies entrusted to them, and the specialists unanimously agree that the developmental role of this administration is linked to the rational management of public funds; which is through the governance of the relationship between local administrative interests, as basic public bodies; and the extent to which this governance covers other financing and oversight interests.
