According to the gross and dangerous violations of human rights during armed conflicts, whether international or non-international, and the resulting damage and pain to the civilian population, the humanitarian assistance provided to them has become guaranteed under the provisions and rules of international humanitarian law, especially the four Geneva conventions of 1949, and the two protocols appended thereto of 1977.

provided that it targets humanity for itself and in accordance with the principles of neutrality and non-discrimination, which reflects the extent of global solidarity between the components of the international community, from the bodies and organizations that take humanitarian action as a means of their activity and the groups affected by armed conflicts.
