several international conventions and treaties related to human rights have recommended the necessity of classifying inmates in prison institutions in order to devote the basic principles of the treatment of prisoners in accordance with international standards.

taking into account the differences between the sexes, and given the increase in the number of female prisoners in prisons all over the world, it has become necessary to pay sufficient attention to the considerations regulating dealing with female prisoners in an appropriate manner and appropriate to their conditions, given the nature of prisons, in a manner that preserves their dignity and enshrines legal protection for their rights within prison institutions.
