many parties, the most important of which are the international community and the country that receives humanitarian aid in particular, and the state concerned with assistance with duties, including facilitating the arrival of aid to those who deserve it, and ensuring the security and safety of personnel working in the humanitarian field, as well as have rights related to accepting or rejecting this assistance, and the right to coordinate and monitoring aid activities, all of this is done with respect for the sovereignty of the state that receives the aid, and many UN resolutions and regulations have stipulated that state sovereignty is a fixed principle that cannot be violated, as confirmed by judicial rulings, including the international court of justice, in many of its cases.
