Executive decree No 21-432 enacted new rules for the reclamation of lands belonging to the states private ownership within the framework of concession, different from those that were applicable in previous law, which is law No 83-18, and executive decree No 92-289, and No 97-483, especially in terms of establishing the principale of non transferability of the reclaimed land, where the concession is granted for a period of forty years, renewable by written request, a year before the end of the concession, in return for the beneficiary paying an annual availability determined by the finace laws, and it is a right that is transférable to the heirs after the death if the concession holder.

the concession is granted by virtue of an administrative contract issued by the state property intersts, subject to regustratuin and real estate registration attached to the book of condition signed and marked, it ends naturally with the expriratio, of its term, or by expiration of its term, or by agreement or administrative termination in case the investor breaches his legal obligation.
