The 1982 united nations convention on the law of the sea was concluded following numerous claims by coastal states to exploit the resources contained in the marine environment as a source of wealth, thus helping to achieve development, and in order for each state to benefit from marine wealth within its maritime territory without violating another state's borders, this convention stipulates several maritime zones and defines how to measure them, as well as the rights and obligations of each state therein.

with the extrapolation of the convention's texts, there are areas where the coastal state exercises absolute sovereignty and other areas where sovereign rights are exercised only, including the exclusive economic zone.

the problem with this study is: what is the legal regime of the exclusive economic zone in accordance with the 1982 convention? the most important finding is that the exclusive economic zone of areas not subject to the absolute sovereignty of the coastal state, in which it only exercises sovereign rights.
