Abstract EN

This study aims at showing the importune of the relationship between the administration and the citizen where the public facility is the most important tool on which the state relies to provide services for the citizens in all the circumstances in a continuous manner to guarantee one of the modern rights of the citizen that is getting services whenever he wants.

thus, the state is committed to guarantee the continuity of the public facility regularly even in emergencies through moving to the electronic public facility and the use of modern technological tools to maintain the continuous contact between the administration and the citizen.

therefore, the legislator made sure to give a special position for this relation through constitutional amendment in 2020 in a clear way.

it made the principle of the continuity of the public facility a constitutional principle that guarantees for the citizen the right of benefitting from the services of the public facility without any violation of this right.
