Abstract EN

This study addresses the issue of the relationship between management citizen in respect of the police management practiced by the public authority (management) to individuals (citizens) in the exercise of fundamental rights and freedoms, in order to restrict and control those practices that could spiral out of scale and scope specified by law.

in order not to return into anarchy and illegal acts.one of the most important rights and freedoms enshrined in all international declarations and conventions, as well as the constitutions of countries the right or freedom of demonstration and gathering, but these gatherings and demonstrations now are disorganized and violate the rights of other citizens, especially in what is known as to blocking the way of the public.

this study aims at explaining and demonstrating the citizen relationship management in the field of administrative control of the phenomenon of blocking the public.
