The public interest is the desired goal that the public authorities seek to achieve through the establishment of many facilities.

perhaps the innovation of modern methods of management away from the traditional methods is in this direction, as it guarantees a decent level of public service and a reasonable financial cost for the beneficiaries.

however, these innovative methods created a multilateral contractual relationship that all share in the management of the public facility, but they conflict in their interests.

perhaps the delegated management of the facility is one of the modern mechanisms adopted by the Algerian legislator as an independent legal framework that regulates a set of contracts mentioned by the Algerian legislator in presidential decree 15 / 247 related to the organization of public procurement and warrants a public facility.

so, despite the efficacy and effectiveness achieved by these new methods, the private quest to achieve more profits led to the tyranny of the private interest at the expense of the public interest, as it was necessary for the delegated authority to extend its control over delegation contracts by using the means of an authority and its privilege to ensure the public interest as the primary goal of public utilities.
