The Algerian legislature adopted in matters of economic regulation the model of two-headed regulation that is institutionally based on the existence of sectoral regulation authorities which in principle intervene upstream to build competition in monopolistic sectors, and a competition council which in principle intervenes downstream to protect this competition from restrictive practices.

however, this theoretical complementarity in the objectives between these regulatory actors hides behind him an legal competition between them in skills, therefore, it is necessary to design a precise interregulation strategy to ensure a productive and sustainable institutional dialogue between these bodies and to prevent competition or conflicts between them.

the study deals with the functional relationship between the competition council and sectoral regulatory authorities, using a legal approach aimed at diagnosing the deficits in the legal framework of this relationship and proposing adequate solutions to repair them.
