Protecting the general system with all its elements is regarded as one of the most important functions that the state has to provide so as to secure itself and citizens from the different threats.

owing to the hazardous dangers of COVID 19 to one of the vital elements which is public health.

it was compulsory for the state to react in order to put an end to this threats by applying the measures of administrative control that characterize the administrative authorities which enabled both the centralized and decentralized authorities to resist the epidemic and put under its command a set of organizational and lawful articles which this study shed light on both in terms of explanation and analysis especially that concerned with total and partial quarantine in addition to the measures of restricting transportation of people and vehicles.

besides limiting the different activities which had a positive impact to the fighting and elimination of the epidemic.
