Algeria has taken the initiative to modernize local communities as the basic engine to achieving sustainable development to keep up with the developments of era, through the use of information and communication technology capabilities in the work of the local administration, to create a flexible and modern work environment in order to provide quality services to the citizen, and also getting rid of the consequences of traditional management, which is characterized by high cost and slowness in transactions, to achieve the so-called electronic management.

based on the importance of the qualified human element in the success of the application of electronic management, this research paper tried to determine the importance of the human element in the application of electronic management in the civil status service in Berrouaghia municipality, wilaya of Medea, where the research paper relied on the descriptive and analytical approach to examine the conditions and stages of the application of electronic management in the same service and the extent of success in achieving the desired goals, so the study confirm that the qualified human resource is the main and most important element in the application and the success of the electronic management project in the service of the civil status in Berrouaghia municipality, wilaya of Medea.
