finally, let us conclude that the consultation opinions of the competition council do not obliged applicants to take or not take it, so the obligation is in the request for consultation or not, while indicating the functioning of the competition council in the exercise of the power of repression granted to it, from notification by the persons concerned or on its own initiative to the opening of an investigation to ascertain the veracity of the allegations to the issuance of financial or administrative sanctions against them.
