تعد المواطنة كمفهوم قائم بذاته من المفاهيم الغير ثابتة لتأثرها بالمتغيرات السياسية والقانونية والاجتماعية للدولة، وتبعا لذلك لا يمكن إعطاء مدلول موحد للمواطنة خاصة ببعدها القانوني لارتباطها الوثيق بتطور النظم القانونية، كما تعتبر أحد المفاهيم التي أضحت تستخدم بشكل واسع في عصرنا الحالي.

Citizenship as a stand-alone concept is considered one of the concepts that are not fixed because it is affected by the political, legal and social changes of the state.
accordingly, it is not possible to give a unified meaning of citizenship, especially in its legal dimension due to its close connection with the development of legal systems.
it is also considered one of the concepts that has become widely used in our current era.
