يكتسي تكوين المنتخب البلدي أهمية بالغة بالنظر لارتباطه الوثيق بفعالية التسيير المحلي من خلال مساهمته في تنمية أدوار المنتخب البلدي أثناء ممارسة اختصاصاته القانونية، غير أن الكيفية التي عالج بها.
المشرع الجزائري مسألة التكوين على ضوء قانون البلدية رقم 11-10 لم يبلغ الأهداف المرجوة، بالنظر للحدود القانونية و العملية التي تحول دون بلوغ تسيير بلدي راشد
Abstract EN
The formation of the municipal elect is of such a big importance because of its close connection to the local management effectiveness through its contribution to the development of the municipal elect’s role during the exercise of his municipal powers.
However, the way in which the Algerian legislator dealt with the issue of the formation in the light of the municipal law n° 11-10 did not reach the desired goals, given the legal and practical limits that prevent the achievement of a rational municipal management.

La formation de l’élu communal revêt une importance particulière compte tenu de son lien étroit avec l’efficacité de la gestion locale, en renforçant le rôle de ce dernier lors de l’exercice de ses prérogatives.
Cependant, les dispositions de la loi n° 10-11 ayant trait à la formation en question ne sont pas à même de permettre d’atteindre les objectifs attendus de celle-ci, en raison des limites d’ordre juridique et pratique entravant la gouvernance locale.
