on the other hand, the manager is often qualified, not a partner, on whom the institution depends for its success.

hence, the legislator had to intervene to protect him from the arbitrariness of the institution’s apparatus that appointed him, especially since the commercial law gives it the right to dismiss him at any time.

for this reason, the legislator intervened and considered the managers as mere workers for the institution subject to a special system defined by executive decree 90-290 related to the special system of labor relations for the managers of the institutions.
