the partnership between sectors in the new economic role of the state is one of the pillars of the economic reforms in Algeria, and one of the causes of changes in the legislative policy, that it gives to the state an opportunity to modernize and develop its working methods, regarding the magnitude of the projects, however, as an idea it involves a range of legal issues in its applications as legal conduct, which will be covered in our study.
