The appendix is a consensual work between the contracting interests and the economic dealers based on the principle of contractual freedom, and it is irrelevant with unilateral modification as a privilege enjoyed by the contracting interests in the face of the contracting dealers.

the appendix is a tool used to modify the deal by agreement of its parties and by respecting the conditions stipulated in presidential decree (15-247).

it aims to extend the life of the public deal, and it is justified by the additional and complementary nature of it, which allows the continuity of public utilities and their adaptation to emerging circumstances.

this is what embodies its importance in the implementation of public procurement.
