The requirements for carrying out the tasks of scientific research and technological development as the most important motives for advancement and prosperity in countries and governments require the availability of a number of tools, means and equipment that help in implementation, and this is what was approved by the Algerian legislator through a set of legal and regulatory texts that he enacted on the occasion of drawing up and implementing the national policy for scientific research and technological development.

Among the most important were the common interests.

These interests are the most prominent, which the Algerian government seeks through its establishment to facilitate the practice of the institutions of the Ministry of Higher Education and Scientific Research and the social and economic partners of scientific research and technological development activities, so that they can keep pace with progress in a way that achieves the desired results.
