Abstract EN

This study analyzes the developmental role of the local authorities, which was embodied by the legal texts relating to these authorities.

This role was influenced by the political, economic and social trends that Algeria has known.

However, this role remained ent due to the gaps and defects that resulted from the adoption of the French method “general clause of jurisdiction” to give developmental competencies to the municipality and province.

As a result, the central authority monopolized the exercise of developmental competencies given to local authorities by controlling the tax resources benefiting the municipality and province, and the use of central subsidies under the principle “who pay command.

Therefore, these authorities are forced to adapt the new requirements of local development approved by the legislator in their current laws in an attempt to revive local development.
