At the beginning of the 19th century, the western basin of the Mediterranean saw intellectual transformations as a result of the aspiration to keep pace with European urbanization, including the important stations that Algeria knew with "Prince Abdelkader" and the Tunisian countries with "Khaireddine Tunisia", two models worth studying and researching in their civilized, intellectual and human level, we try to reveal some of the courses of these projects in the form of a comparative study between them in terms of the data of the historical era in the two countries and the strategies adopted by each of them to update the important patterns of building the modern state, and the contributions of reflecting modernity in a tangible reality, as well as The article addresses the challenges that have challenged or obstructed the two men's path in reaching the aspirations of the Maghreb people to the quorum of countries capable of imposing their sovereignty and dominance in their geographical surroundings
