This article is concerned with examining the socio-economic conditions in Algeria through the report of "Robert Delavignette" which he submitted to the Economic and Social Council in the summer of 1955.

This report is based on official statistics related to the socio-economic affairs due to the impact and vulnerability between them, collected by the Gouvernement Général services.

This report came as an attempt to diagnose the great delay recorded by the colonial administration in the field of human development, but it also provided quantitative evidence of the magnitude of the failure of the alleged civilizing mission.

The report falls within the framework of finding solutions to these socio-economic factors in order to develop an urgent therapeutic approach that contributes to stopping the spread of the revolution and limiting the Algerian people's embrace of it.

This report has become the basis for the socio-economic reforms on which the Constantine project will be built later.
