This study aims to identify the role that electronic management plays in enhancing employee loyalty and improving the performance of institutions on the one hand, and how to provide services to citizens in an electronic way that effectively contributes to solving many problems that have burdened the elderly on one hand, the electronic administration has become a mechine that moves the wheel of development in the country and serving the employees and citizens at the same time, which prompted institutions to think about how to exploit these computer-based technologies in the conduct of their activities and in improving and developing the various administrative processes within them by working to create an appropriate organizational climate that encourages creation creativity and from there, generating a sense of psychological comfort, satisfaction, and loyalty to the institution, in addition to thinking about how to move and gradually shift from traditional management to electronic management, which is considered a fruit of development in various technical means aiming to benefit from administrative information technology and its applications.
