We aim through this article to shed light on the strategy of human resource management in light of the business organizations' adoption of the philosophy of total quality, relying on the descriptive approach by investigating the theoretical and empirical literature on the subject and benefiting from it, because achieving the goals of organizations is linked to the performance of human resources in them.

He pointed out that it has become necessary for the leaders of business organizations to work on attracting and selecting qualified human resources and developing their capabilities based on contemporary administrative methods, and the philosophy of total quality management is one of the most prominent approaches adopted in this.
