يعد مفهوم التقارب من المفاهيم المستحدثة في العلوم السياسية عامة و تخصص السياسات العامة خاصة، كونه فرعا متداخل التخصصات؛ و لاقتران مفهوم التقارب بالسياسات العامة في أغلب الدراسات و الأبحاث حول التقارب، لا سيما تلك التي تعنى بالسياسات العامة العابرة، و التي بدأت بالتساؤل حول أسباب بروز سياسات متشابهة على مستويات متباينة في السياسات العامة للدول الصناعية خلال الخمسينات.
اعتبر التقارب في هذه المرحلة ضرورة حتمية لنقل سياسات التصنيع.
ما لبثت هذه الدراسات أن تطورت بظهور عديد المفاهيم المرتبطة بمفهوم التقارب؛ فقد أدى تطور التكامل و الاندماج الأوربيين، و كذا بروز أنماط تسييرية حديثة على المستوى المحلي، لا سيما المقاربات التشاركية و المناجيرية، إلى بروز بعض التشابهات في السياسات العامة المحلية بين الأقاليم المختلفة، في إطار مفاهيم الأوربة و الترجمة و التعلم.
من جهة أخرى أدى تطور سياسات عامة دولية، و تزايد دور و تأثير المنظمات الدولية، إلى بروز مفهوم النشر المعولم للسياسات العامة.
لتعميق الفهم حول تقارب السياسات، و مختلف نماذجه و أشكاله، برزت عديد المقاربات و النظريات في إطار سوسيولوجيا النشر، المؤسساتية الاجتماعية، السوسيولوجيا النقدية.

يهدف هذا المقال إلى محاولة التأصيل المفاهيمي لتقارب السياسات العامة، من خلال إبراز مختلف أشكال و آليات عبور السياسات العامة في مختلف مستوياتها، للتمكن من تنميط منمذج لها، أي الانتقال من تفسيرات للتمظهرات الشكلية لعمليات التقارب، إلى نمذجة أشكاله و آلياته، ما يسمح لنا بتحديد الحدود التفسيرية للمفاهيم المرتبطة بالتقارب، و بالتالي ضبط مفهوم تقارب السياسات العامة
Abstract EN
This research paper aims to conceptualize the transnational public policies, which since the 1950s, have become prominent in humanities and social sciences, especially in the field of public policy, which is one of the interdisciplinary fields that characterize these sciences.
The transnational policy studies, in the context of comparative public policies, have been divided into types: those related to diffusion and policy transfer studies on the one hand, and those related to convergence on the other hand.
The first focuses on the flows of public policies carried out from outside national borders, whereas the second examines the reasons for the adoption of similar policies by States via reflecting on the phenomenon of convergence and its limits.
The approaches adopted in international policy studies aim to examine the intersection between convergence and differences through distinguishing the different dimensions of convergence and transport possibilities.
In this context, it is necessary to highlight the various forms and mechanisms of public policy passing at different levels, to enable a super model / modeling, that is, to move from interpretations of the formal manifestations of convergence and transport processes to the modeling of transient public policy mechanisms that allow for a deeper understanding and prediction of their paths and limitations.
