The establishment of a civil, democratic state is the dream of all peoples who have revolted against their tormentors since the emergence of democratic ideas calling for the right of peoples to decide and manage their affairs on their own, and the Arab spring revolutions in 2011 were no exception.

due to the peculiarity of the Arab environment in terms of the recent authoritarian past, the transformation towards a democratic civil state did not continue in the way it should have been, especially since most of these revolutions took place at a time when all the necessary capabilities for an orderly and effective transformation were available to it.

this research comes to study the Libyan case and the challenges it faces impeding the establishment of the civil state ten years after the revolution of February 17, 2011, by focusing on the most important and most prominent of these challenges, and trying to propose some solutions that may contribute to facing or surpassing them in light of the hardening Libyan political reality today.
